phrack had a howto a little while ago on a diy gps jammer.
needless to say, it ruffled a lot of feathers.
slate ran a similar editorial on cell phone jamming.

In the United States, actively jamming a cell-phone signal is illegal

how do you like the idea of a hotel blocking your cell phone to force you to use their expensive land line?

That would be fine. They should have the right to lose my business. On the other hand any restaurant or movie theater that did this would get my business.

So what is a doctor supposed to do – never go to another movie? I guess that EMT’s can’t go out to dinner? And it makes sense that politicians can’t stay in a hotel (ok, that might be a good idea).

Cell phones and wireless communication devices are not discretionary technology anymore – they are a vital, integral part of so many critical services that they cannot be “turned off”. That’s like saying we should shut off the power to colleges at night so students don’t have parties, or turn off the water to hospitals because patients don’t shut the tap when they brush their teeth.

Now, I understand rules about requiring them to be shut off, but you can’t forcibly shut them off.

How about instructions on how to unzip that file format for the schematic.
