I want to interrupt power to the whole rack, just to hear the startup “chung” noise.

Not to be that guy, but why mac minis?
Low power consumption and a smaller footprint. Have you seen A) How big Mac Pro’s are and B) How much power they eat?
As long as you dont have amazing redundancy requirements – Mac Mini’s are a good little workhorse
